About W.I.S.E.
Engineering the environment, not another isolated tool.
Whitley Integrated Solutions & Environments pairs team-led Microsoft 365 solution engineering with hands-on business operations. Bill and Mike work together to connect the technical work, the day-to-day priorities, and the people each solution needs to support.
Microsoft partner ecosystem
Member of the Microsoft AI Cloud Partner Program.
W.I.S.E. participates in Microsoft's partner program for organizations that build, deliver, support and advise on Microsoft technologies. That status reflects the Microsoft-centered direction of the practice while W.I.S.E. remains an independent consulting business.
Program membership is not presented as a Solutions Partner designation, specialization, Microsoft endorsement or customer certification. W.I.S.E. will display any future designation only after it is earned and supported by Microsoft's official partner assets.
Solutions Partner badges are a separate Microsoft designation based on capability requirements. W.I.S.E. will use that designation only when Microsoft confirms attainment.

Founder
Bill J. Whitley
Microsoft 365 & Power Platform Solutions Engineer
W.I.S.E. is founded by a Senior Microsoft 365 and Power Platform Solutions Engineer with 10+ years delivering secure collaboration platforms, business applications, automation, and modernization across federal, intelligence, corporate, and military environments.
That experience spans discovery, architecture, data and permissions design, development, integration, testing, deployment, documentation, training, and sustainment—so recommendations are grounded in what it takes to put a solution into production and keep it working.
The work is connected across the lifecycle: requirements inform architecture, architecture informs the build, and testing and documentation prepare the result for the people who will operate it.
- Microsoft 365 platform ownership
- Power Platform solution engineering
- SharePoint Framework and pro-code extensibility
- Secure enterprise delivery

Chief Operating Officer
Mike Hutchinson
Business Operations & Client Solutions
Mike brings operations leadership, cross-team coordination, and disciplined follow-through to W.I.S.E. His background spans public-service leadership, safety- and compliance-driven utility operations, and quality-focused manufacturing.
As a former chief of police, he led daily department operations, supervised personnel, built schedules, assigned resources, and tracked time-sensitive work. He also developed policies, coordinated implementation with city leadership, and handled sensitive matters with discretion and sound judgment.
His utility operations experience adds hands-on strength in work planning, operational documentation, customer communication, and cross-team issue resolution. His earlier manufacturing work reinforced attention to specifications, quality, and reliable outcomes.
At W.I.S.E., Mike works alongside Bill to connect business operations with client delivery: organizing day-to-day priorities, coordinating next steps, maintaining clear communication, and helping work move from initial requirements through completion.

Working principles
Clarity before complexity.
Start with the operating need
Define the users, the decisions and the handoffs before choosing a platform or adding a feature.
Build with the owner in mind
Permissions, administrator controls and documentation belong in the design, not in an afterthought.
Be precise about the scope
Define deliverables, assumptions, responsibilities and ownership before work begins. Be clear about what is proven, what is proposed and what still needs discovery.
